Eye color question...?

If a baby was born with blue eyes and they stayed blue until 13 months old then changed to hazel, did the baby ever really have blue eyes? I mean would it be accurate to believe the blue for those 13 months was inherited? Or is it just a fluke or natural progression in newborns.Eye color question...?
i think i heard one time that almost (or all) babies are born with blue eyes. some just eventually change colors, while other babies keep their blue eyes.Eye color question...?
eye colour is

1. the melanin complexes that are Genetic

2. the environmental expression of the melanin complexes

Blue and hazel

the Colour change is just like tanning it is an environmental response

so a natural progression in newborns

Diet and disease can also lead to Colour Change
Eye color genetics can be funky from color to color (i.e., brown is dominant, blue is recessive...but green requires more than a Punnett square); however, if your eyes are hazel, you at least carry the blue genotype.
All peoples eyes originate from blue.
