I have a fair complexion as well (though probably a little darker than yours) and I have green eyes. Purples always make them really pop. Try something like a silvery purple on the lid and brow crease and some shimmery almost shear on your brow bone and the area where your nose sort of blends into the arch of your eye. Just a touch. Maybe line your eyes in a dark plum. Try not to go too severe as that will make you look overdone if you aren't going for a smokey look.

Okay, so here's the thing: I'm asian, so naturally eyeshadow on my eyelids doesn't work. So, today I went to Sephora and bought one of Lancome's single eyeshadows in ';Style Section,'; which is a silver shade. I put it on the inside corners of my eyes, and IT LOOKS SO GOOD!!! Keep in mind my eyes are brown, so on someone with blue/green eyes it should look even more stunning
You should follow the same technique I did :)
